The Healthy Teens Act will establish a grant program through the NYS Department of Health to provide age-appropriate, medically accurate sex education. Participation is optional for school districts. The Act has repeatedly passed the NYS Assembly by wide margins (A2856 in 2008) and new Senate Majority Leader Malcolm Smith confirmed that Senate passage of Healthy Teens Act is a priority for him this year. With six in 10 young people in New York State having sex before graduation and one in four teenage girls having a sexually transmitted infection, comprehensive sex education is the best solution to protecting young people’s health. Abstinence-only programs have been proven ineffective in delaying sexual activity or reducing teen pregnancy. Seventy-two percent of New Yorkers support the Healthy Teens Act.
