A Call for Answers into the RPD's Unnecessary Killing of Hayden Blackman

Official Statement from:
Citizens Against Police Brutality & Misconduct
C.A.P.B.M. is calling for the following:
1. The immediate implementation of a true Civilian Review Board with subpoena and investigative powers and no ties or affiliation with the City of Rochester or its Police Department.
2. A complete and thourough investigation of the Rochester, New York Police Department by the U.S. Department of Justice.
3. A Federal Consent Decree issued against the Rochester, New York Police Department.
4. Answers to the following questions regarding the unnecessary killing of Hayden Blackman by Rochester Police Officer Randy Book.
 
a. Was officer Book sent on the first domestic disturbance call to Mr. Blackman's residence at 181 Columbia Avenue at 11:00 p.m. ?
b. Why didn't the 911 operator send officers with proper training and tasers, knowing it was the second domestic disturbance call to that location (Mr. Blackman's residence)
c. Why didn't officer Book and/or the second officer, use their department issued "Cap-Stun" to pepper spray Mr. Blackman in the face, until he dropped the folding knife.
d. Also why didn't officer Book shoot Mr. Blackman in the leg or other body part, to wound him so he would drop said folding knife.
