Former Vice President Dick Cheney said that waterboarding -- which was banned by President Obama in January 2009, was, “a good program. It was a legal program. It was not torture, I would strongly recommend we continue it." Former Defense Secretary Donald Rumsfeld stated “it was a mistake to rule out waterboarding.
