KIDD ... ================================================================================ USA TODAY NEWSPAPER MARCH 21, 2011 More freedom, less pragmatism U.S. presidents should employ foreign policies that rely more on our God-inspired founding principles and less on short-term gains. By Thomas S. Kidd In her relatively short history, the United States has stood as the world's beacon of freedom, defender of democracy and pillar of principled power. An exceptional country, one blessed by the very hand of God. Right? Well, sort of. The truth, of course, is much more complicated, and the revolutionary dominoes of the Middle East have exposed for all the world to see the ugly underbelly of American foreign policy, which supposedly balances pragmatism and moral idealism. Regrettably, our policies in the Middle East since World War II have become far too embedded in pragmatism. Successive Republican and Democratic administrations — including the Obama White House — have indulged dictators such as Egypt's Hosni Mubarak and Libya's Moammar Gadhafi, so long as they repressed Islamists and kept the cheap gas flowing. Pragmatism focuses on economic and strategic interests, and it often requires us to choose the lesser of two evils. Moral vision calls for us simply to embrace what is good and right, even if it might undermine some national interests in the short term. Today's season of upheaval presents an opportunity for America to return to a foreign policy based on &quot;fundamental principles,&quot; as the Founders would have put it, principles that tell us who we are as a country, and that guide us on the world stage. America's founding was centered on the moral principle of human equality, a postulate which — like it or not — is rooted in belief in the creator God. Today we fight about whether theistic language, or talk of good and evil, even belongs in public life. (Remember President George W. Bush's &quot;axis of evil&quot; reference in a State of the Union speech that so offended much of the commentariat?) But the belief that God has made us equal has always been the strongest basis on which to argue for universal justice. Though we have routinely fallen short of our own values, clear moral vision has inspired the finest moments in U.S. history. Compromises with oppressive regimes, conversely, have raised legitimate questions about the consistency of the American commitment to justice for all people. The patriots of the American Revolution understood the call to a higher purpose. Pragmatically, they had little hope of defeating the British Empire. But moral vision steeled them for revolution. The patriots also crafted the core belief of America's moral vision, the idea that &quot;all men are created equal.&quot; It is a distinctly American principle, but not exclusively American: Before God, everyone has a fundamental dignity that no person can justly deny. Yet even the patriots struggled to reconcile their moral vision of equality with the reality of American slavery. &quot;I tremble for my country when I reflect that God is just,&quot; mused Thomas Jefferson, a slaveholder himself. People still crave moral vision, even in foreign affairs. Twenty-eight years ago this March, President Reagan gave the speech to the National Association of Evangelicals in which he called the Soviet Union an &quot;evil empire.&quot; His words elicited guffaws from cultural elites: The New Republic mocked the president as &quot;Reverend Reagan&quot; and said that he misunderstood the &quot;secular character of democracy.&quot; But Reagan touched a chord that resonated with average Americans — as well as Eastern European dissidents — who knew that the Soviets' oppressive regime was indeed the malevolent power of the Cold War generation. To be fair, even Reagan's relationship with Middle East dictators was mixed at best: Beginning in 1981, he embraced and supported Egypt's new president, Mubarak, while he maintained an adversarial role with Gadhafi, who in those years was more openly engaged in terrorist plots. In a &quot;the enemy of my enemy is my friend&quot; world, the Reagan administration had cordial relations with Iraq's young leader, Saddam Hussein, who was locked in a bloody war with Iran. Pragmatism reared its head once again. Yet in the Cold War, Reagan demonstrated that a clear witness against evil does not require precipitous military action, a lesson that George W. Bush's administration forgot as it barreled into Iraq. For Reagan, the combined pressures of military strength, international unity with free nations, and the Soviet Union's own moral bankruptcy finally brought communism to its knees. So amid the turmoil of 2011, and this weekend's military intervention in Libya, we need clarity about our guiding principles. Yes, the situation in the Middle East is highly complex. That complexity makes moral vision all the more necessary. The list of our non-negotiable values is not long, but they include the right of peaceful assembly, freedom of speech and of the press, and religious liberty for all faiths. Our commitment to these freedoms historically derived from the confidence, as Jefferson wrote, that those &quot;liberties are of the gift of God.&quot; Belief in God-given liberty is still the most compelling reason to defend freedom around the world. We should marshal all our influence and means of diplomatic pressure, speaking with one voice, to promote liberty in the new Middle East. The region's protesters continue to call for relief from decades of oppression. Our politicians will typically react to these pleas in one of two ways: The pragmatist will hedge and stutter, while the moral leader will cast a vision for what a good and just future might hold. Yet even the patriots struggled to reconcile their moral vision of equality with the reality of American slavery.<br /> "I tremble for my country when I reflect that God is just," mused Thomas Jefferson, a slaveholder himself.<br /> People still crave moral vision, even in foreign affairs. Twenty-eight years ago this March, President Reagan gave the speech to the National Association of Evangelicals in which he called the Soviet Union an "evil empire." His words elicited guffaws from cultural elites: The New Republic mocked the president as "Reverend Reagan" and said that he misunderstood the "secular character of democracy." But Reagan touched a chord that resonated with average Americans — as well as Eastern European dissidents — who knew that the Soviets' oppressive regime was indeed the malevolent power of the Cold War generation.<br /> To be fair, even Reagan's relationship with Middle East dictators was mixed at best: Beginning in 1981, he embraced and supported Egypt's new president, Mubarak, while he maintained an adversarial role with Gadhafi, who in those years was more openly engaged in terrorist plots. In a "the enemy of my enemy is my friend" world, the Reagan administration had cordial relations with Iraq's young leader, Saddam Hussein, who was locked in a bloody war with Iran. Pragmatism reared its head once again.<br /> Yet in the Cold War, Reagan demonstrated that a clear witness against evil does not require precipitous military action, a lesson that George W. Bush's administration forgot as it barreled into Iraq. For Reagan, the combined pressures of military strength, international unity with free nations, and the Soviet Union's own moral bankruptcy finally brought communism to its knees.<br /> So amid the turmoil of 2011, and this weekend's military intervention in Libya, we need clarity about our guiding principles. Yes, the situation in the Middle East is highly complex. That complexity makes moral vision all the more necessary. The list of our non-negotiable values is not long, but they include the right of peaceful assembly, freedom of speech and of the press, and religious liberty for all faiths. Our commitment to these freedoms historically derived from the confidence, as Jefferson wrote, that those "liberties are of the gift of God."<br /> Belief in God-given liberty is still the most compelling reason to defend freedom around the world. We should marshal all our influence and means of diplomatic pressure, speaking with one voice, to promote liberty in the new Middle East. The region's protesters continue to call for relief from decades of oppression. Our politicians will typically react to these pleas in one of two ways: The pragmatist will hedge and stutter, while the moral leader will cast a vision for what a good and just future might hold.<br /> Thomas S.
