Lets get the record on Hamas's commitment to the humanitarian needs of the Palestinians straight. Hamas devotes much of its budget to social service programs. These include schools, orphanages, mosques, healthcare clinics, soup kitchens and sports leagues. According to the Israeli scholor Reuven Paz 90% of Hamas's activities involve social, welfare, cultural, and educational activities.
