What are the affiliations of the Monroe County Water Authority? And why do they hate democracy?
Primary tabs
The D&C took the time to break down the MCWA for its readership. Interesting how the members of the Authority have no connection whatsoever to environmental groups, consumers, or folks from Hemlock, NY and other rural and surrounding towns and villages. And why must they negotiate these details behind closed doors as the D&C reported?
Monroe County Water authority c/o the Democrat and Chronicle
The Monroe County Water Authority was created by the state Legislature in 1950 and began operations in 1959 when it acquired the assets of a private company that had provided water to parts of the city and inner suburbs.
Today it provides water to more than 600,000 individuals in most of Monroe and parts of Genesee, Wayne, Ontario, Orleans and Livingston counties. It has a budget of $54 million and 230 employees. Its Shoremont treatment plant in Greece can draw up to 140 million gallons a day from Lake Ontario.
While its seven directors are appointed by the president of the Monroe County Legislature, the authority runs independently of county government. The directors are not paid a salary. By law, five directors may be from one political party and the other two from a different party. For years, the board included five Republicans and two Democrats, but the latter have been replaced by members of the Conservative Party.
The members are:
Anthony Quattrone, chairman, retired Rochester Telephone Corp. manager (Conservative) | Clyde Benoy, vice chairman, retired insurance broker (Republican) | Richard Guon, treasurer, owner of a McDonald's restaurant (R) | Larry Magguilli, a broker with ERA/First Team Realty (C) | Ken Moore, Fairport village administrator (R) | Joseph Rulison, a local banker and chairman of the St. John Fisher College board of trustees (R) | Carol McManus, a former county legislator (R)
Let's not forget these are the same folks that swindled consumers and the county out of $500,000 in unearned pay and benefits in 2002 where the Authority's previous Executive Director John Stanwix received some $290,000 of that theft.
