Method of hydrometeor dissipation
A method of dissipating hydrometeors (clouds) that includes transmitting electromagnetic radiation (e.g., light energy, from the sun, for example) that is absorbed by water vapor into the cloud to be dissipated and continuing the transmission of such energy into the cloud until it dissipates. The source of electromagnetic radiation can be a large mirror located on the surface of the earth, that reflects sunlight into the cloud to be dissipated. In a still more specific embodiment of the invention, the wind speed, direction, cloud altitude and sun movement relative to the earth is tracked to determine the mirror orientation and tracking necessary to disperse a particular cloud or clouds. In addition, an array of earth-mounted mirrors could be utilized in a coordinated fashion to dissipate a group or larger volume of clouds.

NOTICE THE REFERENCE TO TECTONIC WEAPONS

To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.

This Act may be cited as the `Space Preservation Act of 2001'.

SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.

Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.'.

SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.

The President shall--

(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and

(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.

SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.

The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.

SEC. 5. REPORT.

The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on--

(1) the implementation of the permanent ban on space-based weapons required by section 3; and

(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.

SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.

Nothing in this Act may be construed as prohibiting the use of funds for--

(1) space exploration;

(2) space research and development;

(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or

(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.

SEC. 7. DEFINITIONS.

In this Act:

(1) The term `space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.

(2)(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:

(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--

(I) firing one or more projectiles to collide with that object;

(II) detonating one or more explosive devices in close proximity to that object;

(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or

(IV) any other unacknowledged or as yet undeveloped means.

(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--

(I) through the use of any of the means described in clause (i) or subparagraph (B);

(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or

(III) by expelling chemical or biological agents in the vicinity of a person.

(B) Such terms include exotic weapons systems such as--

(i) electronic, psychotronic, or information weapons;

(ii) chemtrails;

(iii) high altitude ultra low frequency weapons systems;

(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;

(v) laser weapons systems;

(vi) strategic, theater, tactical, or extraterrestrial weapons; and

(vii) chemical, biological, environmental, climate, or tectonic weapons.

(C) The term `exotic weapons systems' includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.

The hype over weather derivatives is being replaced by real deals, and everybodyâ€™s scrambling for position.

The viewership of the Weather Channel has always skewed decidedly toward the nerdy. But if the lightning-fast development of the weather derivatives market is any indication, before long the ratings-challenged cable channel could reach a whole new audience financial players around the world who have suddenly become obsessed with occluded fronts, La NiÃ±a and other weather arcana that for years had been the exclusive province of people with backyard barometers.

While derivatives historians may quibble over the precise date of the first weather contract some say July 1997, while others say August of that year everyone in the weather business agrees that the market hit the ground running.

There has been an explosion of deals in the marketplace and a tremendous amount of interest on the client side, says Richard Turrin of Paribasâ€™ strategic derivatives group. The industry has seen the birth of a new market in the last year to 18 months, and in the last six months the growth has been exponential.

Houston-based energy giant Enron estimates that between 900 and 1,000 transactions have taken place to date, with the notional value of those deals exceeding $1.5 billion. Kansas City, Mo.-based Aquila, the unregulated marketing and trading arm of Utilicorp, puts that figure closer to 1,200.

While energy firms are still the most active in the weather business, other industries are getting into the game as well. Enron has already acted as counterparty in deals with manufacturers of snowmobiles and snowblowers, the film industry and the fertilizer industry, and has fielded inquiries from theme parks, golf courses, sports-drink makers, car washes and ski resorts. Aquila boasts transactions with salt producers, ski resorts and other entertainment companies. In addition to the relatively commonplace degree-day deals, says Enronâ€™s Lynda Clemmons, a director at the firm, she has been approached by companies interested in rainfall, snowfall and even barometric pressure contracts.

Abstract: In conjunction with the DNA barium releases, Avefria I and II, an experiment was undertaken to determine if radio communication was possible off the base of a striated plasma created by these barium releases. A transmitting station was set up to broadcast a steady signal at two HF frequencies toward the base of the barium striations and two receiving stations listened for signal returns on the two frequencies. (The chosen geometry prevented reflections off the sides of the barium cloud from affecting the experiment). One station heard substantial returns while the other heard nothing. Data from the first station provide an estimate of the reflection cross sections for the base of the striated barium cloud. The negative result from the second station arises partly from limited sensitivity of equipment but the upper limit on cross section was less than that seen from the first station. This suggests a directional character for the signal reflected from the base of the cloud.

Protocol I of 1977 additional to the Geneva Conventions of 1949 applies to international armed
conflict and contains two specific provisions for the protection of the environment. These provisions
are clearly complementary to the ENMOD Convention in the event of armed conflict: while the
Convention prohibits deliberate modification of the environment as a means of warfare, Additional
Protocol I prohibits attacks on the environment as such, regardless of the means used.
Article 35, para. 3 of Additional Protocol I prohibits the use of "methods or means of warfare which
are intended, or may be expected, to cause widespread, long-term and severe damage to the
natural environment".
Using the same language, Article 55 aims to protect the population, whose health and survival in the
event of armed conflict could be endangered by damage to the environment. The article also
prohibits attacks on the natural environment by way of reprisals.
The Rome Statute of 1998 incorporates some of the prohibitions contained in Additional Protocol I.
For instance, the future International Criminal Court will have jurisdiction in respect of war crimes
that consist in "intentionally launching an attack in the knowledge that such attack will cause
incidental [...] widespread, long-term and severe damage to the natural environment which would be
clearly excessive in relation to the concrete and direct overall military advantage anticipated" (Article
8, para. 2 [b, iv]).

Doctor Germann has given a preview about his study of the influence of pulsed high frequency radiation on blood. From 1018 people, spread across Germany, blood was taken and studied before a G S M antenna was taken into operation and after the antenna was used for 6 to 12 months 498 peopleâ€™s blood was taken and studied again and compared to the first results.
The results of the reticulocyte studies show that significant effects appear in humans as a direct cause of pulsed E M F, that can also be found in scientific literature in vitro and in vivo (in fact biological effects to lymphocytes, granulocytes to bone growth and the bone marrow).

Two students of the Gymnasium high school in Spaichingen (Germany) have investigated the influence of using a mobile phone on the red blood cells. With a microscope they made 255 pictures of the blood of 51 testees. The students, Maria Ritter and Wasgan Wolski, received a regional award for young researchers, reports the SchwÃ¤bische Zeitung of March 7, 2005.

The testees were not allowed to use their mobile phones for 24 hours. Afterwards the researchers took blood from a finger tip and earlobe. Then the testees had to use a phone for 20 seconds. Immediately after that the researchers took blood again and ten minutes later again. The result: after using the mobile phone it was clearly visible that the red blood cells lumped together in 'rolls of coins'.

Also ten minutes afterwards the 'rolls of coins' still were clearly visible. The lumping raises the risk of thrombosis. Moreover the cells take up and transport less oxygen, report Ritter and Wolski. The research was directed by their teacher Dr. Markus Ziegler.

BACKGROUND: Our surroundings are full of non-ionizing electromagnetic radiation (EMR) of different frequency and power. The non-ionizing EMRs emitted by television, computer and cellular phone (CF) sets have been increasing over the past few years.
OBJECTIVE: The aim of our study was to assess the effects of non-ionizing EMRs (frequency 3 x 108 to 3 x 101 1 Hz), emitted by CFs, on cutaneous blood flow in healthy volunteers.
METHODS: Thirty healthy volunteers (14 male and 16 female; age: 18-53 years) entered the study. Measurements of cutaneous blood flow were taken under standard conditions (temperature and humidity), using a laser Doppler He-Ne flowmeter that was applied to the ear skin by an optical fibre probe. Microflow values were recorded without CF contact with the skin (T0), with the CF turned off but in contact with the ear skin (T1), with CF contact and turned on (T2), with CF contact, turned on and receiving (T3). The microflow values were also recorded backwards: with CF contact and set turned on (T4), with CF contact and turned off (T5), without CF contact (T6).
RESULTS: The mean value of basal microflow (T0), expressed as perfusion units (PU), was 51.26+/-11.93 PU. During the T1 phase, the microflow increase was 61.38%; in T2 it was 131.74%, in T3 157.67%, in T4 139.21% and in T5 122.90%; in T6, the microflow value was 57.58+/-10 PU (similar to the basal microflow).

Resting blood pressure increase during exposure to a radio-frequency electromagnetic field.

A single-blind placebo-controlled study conducted on seven healthy men and three women volunteers aged between 26 and 36 years continuously measured blood pressure, heart rate, capillary perfusion, as well as subjective well-being in relation to mobile telephone electromagnetic fields (EMFs) (GSM 900 MHz, 2 watt, 217 Hz frame repetition rate).
The study subjects were unaware of when they were being exposed because the telephone was fixed in a typical position on the right-hand side of the head and operated by remote control with no sound. The exposure protocol involved phases with placebo and with EMF exposure of 35 minutes each with a fixed sequence to allow for effects that might persist after exposure.
The researchers found that even though the people subjectively noticed no differences in well-being, their resting blood pressure increased during exposure to the EMF: "We conclude that exposure of the right hemisphere to a radiofrequency EMF for 35 minutes causes an increase in sympathetic efferent activity with increases in resting blood pressure between 5 and 10 mm Hg, most likely due to more pronounced vasoconstriction."
CONCLUSION: Exposure of the right hemisphere to a radiofrequency EMF for 35 min causes in human subjects an increase in sympathetic efferent activity with increases the resting blood pressure between 5-10 mm Hg. The effect is likely caused by vasoconstriction.

Hematological changes in peripheral blood of workers occupationally exposed to microwave radiation.

In a group of 14 men occupationally exposed to microwaves, hematological examinations were performed at an interval of 2 years. The exposed group consisted of male radar technicians working in air traffic control. They were exposed to pulsed microwaves of various frequencies within the whole range used in radar operations for 7-14 years.
Controls were 10 male electronic technicians working at the airport, but far from any sources of microwave radiation.
The results of hematological examinations at a 2-year interval in the exposed group show a significant decrease in thrombocyte and leukocyte counts.
The number of leukocytes and erythrocytes in the peripheral blood was significantly lower in the exposed than in the control group. There was no significant difference in reticulocyte and lymphocyte counts.

Mobile phones 'harm blood cells'
Bo Sernelius at Linkoping University, Sweden, looked at another possibility by modelling the properties of red blood cells.
Water molecules have poles of positive and negative charge which create forces between cells. These forces are normally extremely weak - about a billion-billionth of a newton.

The simplified mathematical model investigated the effect of electromagnetic radiation in the field of 850 megahertz on the blood cells.
850 megahertz is around the range used by some mobile phones, though different networks vary and some phones use around 1800 megahertz.
The molecules all ended up with their poles aligned in the same direction. The forces between the cells unexpectedly jumped by about 11 orders of magnitude.
If confirmed by experiments, the results could give an explanation for tissue damage. Stronger attractive forces between cells might make them clump together or cause blood cells to contract, New Scientist said.

In the past, the E P A has accused the USAF of "sidestepping" the nonthermal hazards of electromagnetic pollution from powerful radar transmitters. Over the past three decades, numerous US and European studies have linked electromagnetic exposure to a range of health problems including fatigue, irritability, sleepiness, memory loss, cataracts, leukemia, birth defects and cancer. Electromagnetic radiation can also alter blood sugar and cholesterol levels, heart-rate and blood pressure, brain waves and brain chemistry.
Wildlife advocates also have cause to be concerned. The HAARP site lies 140 miles north of the town of Cordova on Prince William Sound, on the northwest tip of Alaska's Wrangell-St. Elias National Park. Since ordinary radar is known to be deadly to low-flying birds, HAARP's powerful radiation beam could pose a problem for migratory birds because the transmitter stands in the path of the critical Pacific Flyway. In addition, HAARP's ability to generate strong magnetic fields could conceivably interfere with the migration of birds, marine life and Arctic animals that are now known to rely on the Earth's magnetic fields to navigate over long distances.

We report an investigation on the influence of high frequency electromagnetic fields (EMF) on the permeability of an in vitro model of the blood-brain barrier (BBB). Our model was a co-culture consisting of rat astrocytes and porcine brain capillary endothelial cells (BCEC). Samples were characterized morphologically by scanning electron microscopy and immunocytochemistry.
The BBB phenotype of the BCEC was shown by the presence of zona occludens protein (ZO-1) as a marker for tight junctions and the close contact of the cells together with the absence of intercellular clefts. Permeability measurements using (14)C-sucrose indicated a physiological tightness which correlated with the morphological findings and verified the usefulness of our in vitro model.
Samples were exposed to EMF conforming to the GSM1800-standard used in mobile telephones (1.8 GHz). The permeability of the samples was monitored over four days and compared with results of samples that were cultured identically but not exposed to EMF.

Cytologic investigations designed to study bone marrow, peripheral blood, spleen, and thymus of albino rats irradiated by an electromagnetic field, 2375, 2450, and 3000 MEGS, revealed structural and functional changes in populations of megakaryocytes, immunocompetent cells as well as of undifferentiated cells, and of other types of cells that are dependent on the intensity of irradiation and permit establishing the probability-threshold levels of exposure taking account of reactions of perception and physiologic adaptation together with compensatory and regenerative processes and the injury sustained.
It is shown that changes in bone marrow cells differentiation and reproduction rather than integral shifts in the peripheral blood that acquire the utmost significance. Subjected to a particular scrutiny in the paper are blast cells, which cells' repopulation was noted to be getting increased in low-intensity exposure as were disturbances in their mitosis pattern.

Dielectric properties of human red blood cells (RBCs) in suspension (hematocrit 50%) from 243 healthy persons (120 males, 123 females) were measured at 25 degrees C in a frequency range of 1-500 MHz, with a coaxial transmission line reflection method (one-side measurement).
The measuring system, controlled by an IBM-PC computer, was composed of a network analyzer (HP4195A), an impedance test adapter (HP41951-61001), a coaxial line sensor, and a temperature-controlling set.
The data measured revealed a statistically significant age dependence, with a critical age of about 49 years, above which permittivity and conductivity of human RBCs in suspension decreased significantly.

In vitro cytogenetic effects of 2450 MHz waves on human peripheral blood lymphocytes.

Cytogenetic analyses were performed on human peripheral blood lymphocytes exposed to 2450 MHz microwaves during 30 and 120 min at a constant temperature of 36.1 degrees C (body temperature).
The temperature was kept constant by means of a temperature probe put in the blood sample which gives feedback to a microcomputer that controls the microwave supply.
We found a marked increase in the frequency of chromosome aberrations (including dicentric chromosomes and acentric fragments) and micronuclei. On the other hand the microwave exposure did not influence the cell kinetics nor the sister chromatid exchange (SCE) frequency.

Comparison of chromosome aberrations in peripheral blood lymphocytes from people occupationally exposed to ionizing and radiofrequency radiation.

The genotoxic effects of occupational exposure to ionizing and non-ionizing radiation were investigated in 25 physicians and nurses working in hospitals and in 20 individuals working at radio-relay stations. Examination was conducted by chromosome aberration analysis of peripheral blood lymphocytes.
The data showed that total number of chromosome aberrations in people exposed to ionizing and radio-frequency radiation (4.08 +/- 0.37 and 4.35 +/- 0.5 on 200 scored metaphases, respectively) were almost equally higher than those of non-irradiated subjects. The increase was in proportion to the number of individuals having more that 5-aberration/200 metaphases. Acentric fragments comprised the most frequently seen type of aberration. The average numbers in examined groups (11.8 x 10(-3) and 14.8 x 10(-3) per cell, respectively), were significantly higher than 4.2 x 10(-3), which was observed in controls, unexposed individuals. Dicentric fragments were also frequent (4.8 x 10(-3) and 6.25 x 10(-3), respectively, vs. 0.52 x 10(-3) in control). In contrast, the frequency of chromatid breaks increased only after ionizing radiation (3.8 x 10(-3) vs. 0.26 x 10(-3) in control). A positive correlation between the total number of chromosome aberrations and cumulative 6-years dosage was also found.
The data emphasized the dangerous effects of prolonged exposure to both types of radiation and indicated that chromosomal aberration analysis should be obligatory for individuals working at radio-relay stations.

BACKGROUND: In previous studies we found measurable effects on variability of heart rate and on blood-pressure parameters of workers exposed to radiofrequency electromagnetic fields (EMF) compared with a control population, but none of the effects could be assigned clinical significance. In general, the obtained results strongly suggested that dysregulation of the autonomic control of the circulatory system was occurring. Therefore, it seemed logical that analysis of diurnal rhythms of blood pressure and heart rate, on the basis of data from 24 h recordings, might further support the above hypothesis.
OBJECTIVE: The aim of this study was to determine the course of diurnal rhythms of blood pressure and heart rate in a group of workers exposed to various intensities of radiofrequency electromagnetic fields.
METHODS: In the study we used 61 healthy workers (aged 30-50 years) who had been exposed to radiofrequency EMF of 0.738-1.503 Mhz and 42 healthy workers at radio-line stations (aged 28-49 years), who had not been exposed to EMF occupationally.
The work patterns of these two groups were identical (12 h day working shift, 24 h interval, 12 h night shift and then 48 h rest). During the second day of the rest period 24 h ambulatory blood pressure (ABP) was recorded.
For analysis of diurnal rhythms the group of exposed workers was divided into two subgroups: group A of 38 subjects exposed to low intensities of radiofrequency EMF (20-180 V/m) and group B of 23 subjects exposed to high intensities of radiofrequency EMF (200-550 V/m). Parameters of diurnal rhythms of blood pressure and heart rate (acrophase, amplitude and mean) were calculated by performing a least-square fit of a 24 h cosinor (single cosinor analysis) at P RESULTS: Healthy men aged 28-49 years, working on a pattern of 12-24-12-48 h, exhibited typical, well-preserved diurnal rhythms of blood pressure and heart rate with two maxima (at about 1400 and 1700-1800 h) and one minimum (at about 0200-0400 h). For workers exposed to radiofrequency EMF we noted a significant lowering of the amplitudes of rhythms of blood pressure and heart rate (P CONCLUSIONS: Occupational exposure to radiofrequency EMF can result in changes of the diurnal rhythms of blood pressure and heart rate with lowering of their amplitudes and a shift of the acrophase. The clinical relevance of the present finding needs to be investigated in further studies.

Genotoxicity of radiofrequency signals. I. Investigation of DNA damage and micronuclei induction in cultured human blood cells.

Peripheral blood samples collected from four healthy nonsmoking human volunteers were diluted with tissue culture medium and exposed in vitro for 24 h to 847.74 MHz radiofrequency (RF) radiation (continuous wave), a frequency employed for cellular telephone communications.
A code division multiple access (CDMA) technology was used with a nominal net forward power of 75 W and a nominal power density of 950 W/m2 (95 mW/cm2). The mean specific absorption rate (SAR) was 4.9 or 5.5 W/kg. Blood aliquots that were sham-exposed or exposed in vitro to an acute dose of 1.5 Gy of gamma radiation were included in the study as controls. The temperatures of the medium during RF-radiation and sham exposures in the Radial Transmission Line facility were controlled at 37 +/- 0.3 degrees C.
Immediately after the exposures, lymphocytes were cultured at 37 +/- 1 degrees C for 48 or 72 h.
The extent of genetic damage was assessed from the incidence of chromosome aberrations and micronuclei. The kinetics of cell proliferation was determined from the mitotic indices in 48-h cultures and from the incidence of binucleate cells in 72-h cultures.
The data indicated no significant differences between RF-radiation-exposed and sham-exposed lymphocytes with respect to mitotic indices, frequencies of exchange aberrations, excess fragments, binucleate cells, and micronuclei. The response of gamma-irradiated lymphocytes was significantly different from that of both RF-radiation-exposed and sham-exposed cells for all of these indices.
Thus there was no evidence for induction of chromosome aberrations and micronuclei in human blood lymphocytes exposed in vitro for 24 h to 847.74 MHz RF radiation (CDMA) at SARs of 4.9 or 5.5 W/kg.

As part of a comprehensive investigation of the potential genotoxicity of radiofrequency (RF) signals emitted by cellular telephones, in vitro studies evaluated the induction of DNA and chromosomal damage in human blood leukocytes and lymphocytes, respectively.
The signals were voice modulated 837 MHz produced by an analog signal generator or by a time division multiple access (TDMA) cellular telephone, 837 MHz generated by a code division multiple access (CDMA) cellular telephone (not voice modulated), and voice modulated 1909.8 MHz generated by a global system of mobile communication (GSM)-type personal communication systems (PCS) cellular telephone.
DNA damage (strand breaks/alkali labile sites) was assessed in leukocytes using the alkaline (pH>13) single cell gel electrophoresis (SCG) assay. Chromosomal damage was evaluated in lymphocytes mitogenically stimulated to divide postexposure using the cytochalasin B-binucleate cell micronucleus assay. Cells were exposed at 37?1 degree C, for 3 or 24 h at average specific absorption rates (SARs) of 1.0-10.0 W/kg. Exposure for either 3 or 24 h did not induce a significant increase in DNA damage in leukocytes, nor did exposure for 3 h induce a significant increase in micronucleated cells among lymphocytes.
However, exposure to each of the four RF signal technologies for 24 h at an average SAR of 5.0 or 10.0 W/kg resulted in a significant and reproducible increase in the frequency of micronucleated lymphocytes. The magnitude of the response (approximately four fold) was independent of the technology, the presence or absence of voice modulation, and the frequency (837 vs. 1909.8 MHz).
This research demonstrates that, under extended exposure conditions, RF signals at an average SAR of at least 5.0 W/kg are capable of inducing chromosomal damage in human lymphocytes.
