ROTC doing security in Genesse Park

The Stonehurst Capital Invitational Regatta is going on in Genesse Park today. Walking through the Park, as I often do on Sundays, a ROTC military officer approached me and asked if I had a wrist band to cross the Bridge.
In light of recent domestic use of military at the Democratic and Republican National Conventions, its disturbing to see a military presence doing security at some corporate regatta at a Public Park in Rochester. I told the guy I don't need a wrist band to cross a bridge in a public park, he didn't press the issue.
There were dozens of men and women in their army fatigues driving around the park all day, making a big show of salutes, etc.
Why is ROTC doing practice in Genesse Park?
