Sniper

President Bush has repeatedly called for the assassination of Iraqi President Saddam Hussein. The government and its agencies, like the FBI and CIA, have been sent on assassination missions, now openly in Iraq, previously covertly throughout Latin America and Africa. Congress has also now openly put forward that assassinations of heads of state are acceptable. Israel is carrying out one assassination after the other against the Palestinians, under the guise of killing "suspected terrorists." None of those killed were charged with a crime nor provided trials. All have been executed by Israeli forces with the U.S. backing that "Israel has a right to defend itself" and "we will fight terror wherever it is."

When the top levels of government openly put forward assassination as "self-defense" and themselves organize to carry out such assassinations, the climate is created for all others to do the same. When governments arbitrarily dictate broad profiling and labeling whole countries and peoples as "terrorists" to justify detaining them, deporting them and assassinating them, it serves to unleash gangsterism on a grand scale.

The state is the one armed and able to carry out this hooliganism with impunity. It is the state which poses the greatest danger to the people. At the same time, actions like those of the D.C. sniper emerge as part and parcel of this same hooliganism. In these fertile conditions created by the state, the likelihood of more individuals going into action to terrorize people is also great.

It is not accidental that the D.C. sniper is not being called a terrorist. This is in part because the laws defining terrorism target those with the intent to influence government with their actions. Those taking up the government policy of assassination and terror against innocent civilians are simply "snipers."

The crimes of the D.C. sniper will likely not go unpunished. This however will not change the current situation that calls forth such terrible actions. The source of the problem lies not with such individuals, but with a government that itself is engaged in state terrorism, abroad and at home. Changing that government and charging all those responsible for assassinations and genocide carried out is what is required.
