TOPIC: Electronic Voting: Will Your Vote Count?
Help America Vote Act (HAVA) of 2002 requires all states to
switch to electronic voting by 2004. However, this law does not
require a voter-verifiable paper audit trail, that is, a
separate paper record of each voter's vote, verified by the
voter, which will be the final arbitrator of election results.
Without this paper trail there is no way to have a meaningful
recount. Without this paper trail there is no way to know
whether the voting machine has malfunctioned, been programmed to switch votes, or been programmed to give arbitrary results. In states where DREs are already in use there have been several elections in which the results were so grievously suspect they begged for a recount, however, no recount was possible, and nothing could be done to challenge the results.
