This .pdf contains relevant parts of a Professional Standards Section (internal investigations) of the Rochester Police Department stenographic interview with Anthony “Rock” R. Liberatore with regards to the investigation looking at the allegation against officers of force/procedure in the case of Benny Warr. It is dated June 10, 2013.
From the transcript:
A. It would range from simple disorderly conduct up to harassments on police officers; open containers; drugs, possession; and paraphernalia.
Q. What were your general observations of Mr. Warr when you guys first pulled up onto Jefferson Avenue?
A. It was basically Mr. Warr, along with another group of individuals, who were just congregating on the sidewalk, no real reason, in front of the store. And that was pretty much it.
Q. I'm not sure if I already asked this, were there other people around in that general vicinity?
A. Yes.
Q. And what kind of activity were they doing?
A. Um, there's chess games that go on on the sidewalk. There's open containers, as well.
Q. Do you have, have you had any previous interactions with Mr. Warr, either arrest-wise or any other street stops?
A. I can't recall. As far as arrests, I don't believe.
