Law enforcement officers (“officers”) are frequently called to a residence or business in the normal course of their duties, and many times there is a dog on the premises.<br><br>2. Most dogs are territorial, and will bark at anyone coming into “their”<br>territory, and may become aggressive.<br><br>3. Under such circumstances, the officer(s) will naturally prepare to defend themselves, which may result in the unnecessary violent death of the dog.<br><br>4. We believe that the rules and procedures concerning law enforcement<br>officer’s involvement with dogs should be thoroughly and carefully<br>reviewed to afford protection for the officers and at the same time<br>protect the dogs.<br><br>When: 1:00 p.m. Sunday October 21, 2012<br><br>What: Press conference calling for a public (“community town-hall”)<br>meeting with Monroe County Sheriff Patrick O’ Flynn, to discuss a<br>procedure and/or policy for protecting both the officers involved and any<br>dogs they encounter.<br><br>Where: Monroe County Sheriff’s Headquarters.<br>130 South Plymouth Avenue<br>“Civic Center Plaza Upper-level”<br><br>Attendees: Teddy Loria, Gary Brockler, and all concerned citizens.<br><br>On Friday June 1, 2012, at 11:30 p.m. a car was parked in front of Gary<br>Brockler’s home. Two Sheriff Deputies Shaun LeClair &amp; Matt Clancy entered into Gary’s property and shot and killed Diablo despite the fact that Gary’s property was well lighted and clearly posted with a dog sign facing the roadway at the beginning (“mouth”) of the driveway which said Diablo was restricted by invisible fencing.<br><br>Dictation: To all citizens Monroe County Sheriff Patrick O’Flynn’s decision to justify the killing of Gary Brockler’s dog (“Diablo”) basically and legally says to all residents of Monroe County; that if you have a dog contained by way of Invisible Fencing; you better lawfully park your car in the street because if not we (“Monroe County Sheriff Deputies”) will enter onto your, well lit and posted, property and shoot your dog if he or she comes running at us and we’ll make the determination, “under Article 35 of the Penal Law to use deadly physical force,” if it’s a threat or not!<br><br>History: Loria who is very well known in the community to be an avid dog lover and has been extremely out spoken since the unnecessary and avoidable death of Gary Brockler’s beloved dog named Diablo on Friday June 1, 2012, by Monroe County Sheriff’s Deputies Shaun LeClair and Matt Clancy.<br><br>Loria has successfully sued the City of Rochester and various members and former members of the Rochester Police Department four separate times in Federal Court back in the 1990’s for violating his civil rights. We came to this decision after we had repeated spam posted to our website that caused difficulty with the website's functioning.  We will still have open publishing and keep our site as nonrestrictive and accessible as possible.

The Rochester Independent Media Center (R-IMC) is no longer meeting regularly.
We will set up meetings by necessity and appointment. Please contact us at rochesterindymedia@rocus.org.
Our home is still the Flying Squirrel Community Space at 285 Clarissa St. Occasionally, we hold meetings at RCTV located at 21 Gorham Street.
