The Rev. Raymond Graves, an outspoken community activist and a frequent critic of police, school and other Rochester institutions, died Wednesday at Highland Hospital after a long illness. He was 82. The Rev. Graves was a past president of the United Church Ministries and spent more than 40 years as a minister at the New Bethel CME Church on Scio Street. &quot;His greatest impact was to bring to light any injustice that was done,&quot; said Shirley Billups-Bell, current president of UCM. &quot;What people didn't know about Rev.
