The above .pdf is the concluding summary from Professional Standards Section of the Rochester Police Department's internal investigation of--from their perspective--the "alleged" attack on Benny Warr by officers Joseph “Joey” M. Ferrigno II, Anthony “Rock” R. Liberatore, and Sergeant Mitchell “Big Face” R. Stewart II.
The crux of their "investigation" is founded upon the narrative of the police officers present, regardless of how contradictory those statements may be. Not quoted below is the fact that in one of the original police reports, officers mis-identified Benny Warr as "Benny Webb," a member of the Chalk 'em south gang.
Here is a piece of the police narrative.
Police reports indicate the following: Officers Ferrigno and Liberatore, during their routine patrol duties, responded to the area of 580 Jefferson Avenue to disperse a group which was loitering. Mr. Benny Warr, who is known to Officer Ferrigno as an associate of the Chalk'em South gang, refused the officers' order to leave the location. Mr. Warr became irate towards the officers and began shouting "fuck you motherfuckers" at them. [Their emphasis.] Mr. Warr was again told to leave by Officer Ferrigno. At this time, Mr. Warr screamed "man, suck my dick" [Their emphasis.] multiple times, which caused a large group of onlookers to gather and become irate towards the officers.
