The life expectancy of palestinians in 1948 was 48- by the time Israel left, it was 72. this was accomplished largely by wiping out childhood diseases, but also by improved health care (Israel built 177 medical clinics and a sewage treatment plant in Gaza during their brutal genocidal reign. They also built a soccer stadium)

Actually, the palestinians are kept in such dismal condition by UNRWA, which refuses to allow them to exist as anything other than refugees.
