Aside from your racist and xenophobic remarks, it appears from what ive read that mr toro was declared dead in chile. It makes things more complicated than simply "sending him back" since he's spent a good part of his adult life in the states--after his homeland was ripped apart and citizens murdered by pinchet--a man the us government put into power.
